On the Heilbroner Center’s Manifesto

Explanation and Critique

In our opinion, the document drafted by Julia Ott and Will Milberg for the new Robert L. Heilbroner Center for Capitalism Studies should be the beginning of a debate among NSSR faculty about the Center’s mission rather than a final manifesto. There are many claims in the document with which we wholeheartedly agree: the pressing necessity to return to discussing and analyzing large structures, long processes, and big questions; the idea that capitalism must be a central object of study and concern; the interpretation of capitalism as a social process; the identification of various power relations as critical determinants of economic outcomes; and the acknowledgment that economic theories operate as political ideologies. Further, we agree with Ott and Milberg that capitalism “should not be assumed.” However, we think that it should not be only “explained,” as the present document suggests, but also, by the same token, criticized. Critique, indeed, is a constitutive part of the explanation of social phenomena and processes, and explaining capitalism without criticizing it does amount to assuming it. …

Ernesto Laclau, 1936-2014

It is with great sadness that we learn of the death of Ernesto Laclau, the outstanding Argentinean political philosopher, at the age of 78. Ernesto had a heart attack in Seville where he was giving a lecture. He was the author of landmark studies of Marxist theory and of populism as a political category and social movement. In highly original essays and books he demonstrated the far reaching implications of the thought of Antonio Gramsci, probed the assumptions of Marxism and illuminated the modern history of Latin America, rejecting simplistic schemas linked to notions of dependency and populism.

After studying in Buenos Aires Ernesto came to Britain in the early 1970s, where he lectured at the University of Essex and later founded the Centre for Theoretical Studies. The Centre ran a very successful postgraduate programme, attracting students from around the world. In the 1970s Ernesto made his mark with his critique of the so-called “dependency school” of Latin American political economists such as Fernando Henrique Cardoso. …

Capitalism Studies: A Manifesto

It seems odd now to recall that up until a few years ago, the concept of capitalism largely had fallen out of favor as a subject of academic inquiry and critique. Most scholars in the humanities and social sciences regarded the term as too broad, too vague, too encumbered by associations with either Marxism or laissez-faire. Following the collapse of the Soviet Union, capitalism could be taken for granted, it seemed. No person or nation could escape the discipline of efficient, spontaneous, self-regulating, globalizing markets.

Economists cut economies loose from society, institutions, culture, and history. They repositioned their discipline upon models that assumed that rational, utility-maximizing individual parts represented and explained the behavior of the economy-as-a-whole. Many social scientists — especially in political science — embraced these rational-actor models. Others joined historians and humanities scholars in the “cultural turn.” …

Slaves: The Capital that Made Capitalism

Racialized chattel slaves were the capital that made capitalism. While most theories of capitalism set slavery apart, as something utterly distinct, because under slavery, workers do not labor for a wage, new historical research reveals that for centuries, a single economic system encompassed both the plantation and the factory.

At the dawn of the industrial age commentators like Rev. Thomas Malthus could not envision that capital — an asset that is used but not consumed in the production of goods and services — could compound and diversify its forms, increasing productivity and engendering economic growth. Yet, ironically, when Malthus penned his Essay on the Principle of Population in 1798, the economies of Western Europe already had crawled their way out of the so-called “Malthusian trap.” The New World yielded vast quantities of “drug foods” like tobacco, tea, coffee, chocolate, and sugar for world markets. Europeans worked a little bit harder to satiate their hunger for these “drug foods.” …

The Creative Class Rises Again

When first published in 2002, The Rise of the Creative Class quickly established its author Richard Florida as an urban policy and business management guru. The Rise of the Creative Class heralded the emergence of a new class of worker who promised to lead the economy, and along with it the rest of society, to unprecedented levels of prosperity. The creative class, according to Florida, included scientists, engineers, artists, designers, media producers, and others whose primary function is “to create new ideas, new technology and/or creative content.” They are abetted in this endeavor by a whole host of high-level information workers—doctors, lawyers, accountants, educators, and the like—who draw upon complex bodies of knowledge to solve difficult problems that require high degrees of autonomy. The Politics of Public Debt

Neoliberalism, capitalist development, and the restructuring of the state

This is the text of the Heuss Lecture (with audio of the Q & A below), delivered as part of the General Seminar series in the Wolff Conference Room of The New School for Social Research at 6 E. 16th. St. in New York on December 11, 2013. 

From the 1970s on public debt increased more or less steadily in most, if not all, OECD countries, as it never had in peacetime. The rapid rise in public indebtedness was a general, not a national phenomenon, although in some countries, especially ones with low levels of inflation like West Germany, it began earlier than in others (Streeck 2011). In this essay I will emphasize the cross-national commonalities rather than the national specifics of the transformation of the “tax state” (Schumpeter 1991 [1918]) into a debt state and from there, at present, a consolidation state.[1] My argument focuses on the family of countries that adopted a regime of democratic capitalism, or capitalist democracy, after the Second World War, …

The American Dream Comes to Life in Denmark

The following is the prepared text of the speech given by Minister Haekkerup on September 28, 2013, at The New School, with an introduction by William Milberg.

Introduction

The word “capitalism,” describing our market-oriented economic system of wage labor, private ownership and the endless drive for wealth accumulation, was invented in the 19th century. For the last part of the twentieth century, “capitalism” was a dirty word. It alluded ever so uncomfortably to exploitation in human interaction and the unequal nature of modern economic society. The word capitalism was represented by euphemisms in economics –- “competitive equilibrium,” “pure competition,” or “monetary production system.” My late colleague Robert Heilbroner found that Gregory Mankiw’s popular textbook, Principles of Economics, a book over 500 pages long and first published in 1998, mentions the word “capitalism” just one time, and that occurs in a footnote.

In 2013, we once again dare to speak the word. Why? Because with the international financial crisis of 2008 and the economic stagnation experienced in much of the industrialized world since then, there is a palpable sense that the system is at risk and in need of scrutiny, as a system. Capitalism, it would seem, is back.
